MINUTES OF THE EXECUTIVE COMMITTEE MEETING – 16 April 2026

Commander Occomy called the Special Executive Membership Meeting of Wayne E. Marchand Post OK28, Department of the Philippines, to order at 1801 hours in the Post Home.

ROLL CALL:

The following Post Officers were absent from the meeting and were excused by Commander Occomy: Legionnaire Vazquez

STANDING COMMITTEE REPORTS 

EXECUTIVE COMMITTEE MINUTES

The minutes of the 19 March Special Executive Committee Meeting and the 26 March Membership Meeting were available for review.

MEMBERSHIP COMMITTEE: 

The total Membership for 2026 is 350, broken down as follows: PUFL - 80; NEW – 69; RE-NEW - 197; TRANSFER-IN – 4.

HOUSE COMMITTEE:

Nothing significant to report.

FINANCE COMMITTEE:

The Post and Canteen Financial reports were provided for review.

Post Services Officer:

Assisted 9 service members with BDD claims; and 3 Veterans with VA Claims: total of 8.5 hours.

HISTORIAN/CHILDREN/YOUTH/AMERICANISM:

Nothing significant to report.

BUILDING AND GROUNDS:

Nothing significant to report.

UNFINISHED BUSINESS:

The scholarship Committee, consisting of Legionnaires Gerena, Nelson, and Brassard, are reviewing the current annual scholarship process.  

The 81st Annual Ernie Pyle Memorial is scheduled for 18 April. The Committee has completed all key planning requirements, including the posted bus/van sign-up roster and transportation; coordination of food options (barbecue); III MEF Bugler, Boy Scouts attendance; procurement of four floral bouquets (Legion, Scouts, Detachment, and Guest Speaker); Detachment support for grass cutting; set-up requirements consisting of two canopies, a podium, 50 chairs, and U.S. and Japan flags; confirmation of the guest speaker; and identification of an alternate location in the event of inclement weather.

Post Financial Audit: IAW Section 10 of the By-Laws. The Audit is completed. Awaiting the report to be presented to the executive committee. This date will be dependent upon review and approval of a volunteer Audit Committee Chairman. 

Legionnaire Bartholomew’s membership is pending transfer from DMS California Post 1000 to OK28.

The previously approved $1,000.00 for Legionnaire Kwong to attend Service Officer training in the Philippines has not yet been distributed and will be distributed upon registration.

2027 Early Bird mailouts: June

Independence Day BBQ: 4 July

NEW BUSINESS AND CORRESPONDENCE:

Commander purchased 9 Legion coins and 15 Legion coasters for presentation at the Ernest Pyle Ceremony. 

GOOD OF THE AMERICAN LEGION:

The Tomari International Cemetery clean-up will take place on Sunday, 26 April. If interested in this monthly volunteer opportunity, please meet at the Tomari International Cemetery at 0900. Note: May Grasscutting will take place on Sunday, 17 May with a rain date set for Saturday, 23 May.

Since no further business came before this Committee, Commander Occomy adjourned the meeting at 1809 hours. The next Executive Committee Meeting will be held on 21 May at 1800 in accordance with the Post Constitution and By-Laws.
