MINUTES OF THE EXECUTIVE COMMITTEE MEETING – 16 July 2026
Commander Occomy called the Membership Meeting of Wayne E. Marchand Post OK28, Department of the Philippines, to order at 1803 hours in the Post Home.
ROLL CALL:
The following Post Officers were absent from the meeting and excused by Commander Occomy: Legionnaire Nelson.
STANDING COMMITTEE REPORTS
EXECUTIVE COMMITTEE MINUTES:
The minutes of the 10 June Executive Committee Meeting and the 28 May Membership Meeting were available for review. Note: The June membership meeting was canceled due to the weather.
MEMBERSHIP COMMITTEE:
The total Membership for 2026 was 358, broken down as follows: PUFL - 80; NEW – 69; RE-NEW - 204; TRANSFER-IN – 5.
The total Membership for 2027 is 129, broken down as follows: PUFL - 80; NEW – 14; RE-NEW - 34; TRANSFER-IN – 1.
HOUSE COMMITTEE:
Nothing significant to report.
FINANCE COMMITTEE:
The Post and Canteen Financial reports were provided for review.
Post Services Officer:
Assisted 4 service members with BDD claims; and 1 Veteran with VA Claims: total of 6 hours.
HISTORIAN/CHILDREN/YOUTH/AMERICANISM:
Nothing significant to report.
BUILDING AND GROUNDS:
Pending an update to replace the outside piping.
UNFINISHED BUSINESS:
Scholarship Committee, consisting of Legionnaires Walton, Nelson, and Brassard, will finalize the review of the current annual schollarchip process and present it to the executive committee for review at the October Executive Meeting.
Post Financial Audit: IAW Section 10 of the By-Laws. The Audit is completed. Awaiting the report to be presented to the executive committee.
Legionnaire Kwong has attended the required Service Officer Training and has received the PIV card.
Upcoming significant events:
- 2027 Early Bird mailouts: Sent out first notice in June. The second notice will go out in September.
- 11 November: Veterans Day
NEW BUSINESS AND CORRESPONDENCE:
Legionnaire Gerena has resigned as Judge Advocate. Therefore, the Commander recommended the appointment of Legionnaire Willie Walton as Judge Advocate. After discussion, passed unanimously.
Canteen patronage has declined, and the underlying cause is unclear. While we consistently meet our membership goals, it is concerning that many of our on-island members may not be fully utilizing the benefits of their membership.
To better understand our members' perspectives, the Commander plans to distribute a survey to our on-island membership and evaluate the feedback received. The survey will seek comments and suggestions for improvements, including factors that may encourage greater attendance and participation. The Commander welcomes any additional ideas or recommendations on how we can improve patronage and increase member engagement at the Post.
Legionnaire Tomlin motioned to purchase Executive Committee shirts for special occasions. Executive Committee members will suggest shirt styles and present their recommendations at the next Executive Committee meeting.
Legionnaire Brassard is gathering the necessary information to prepare and submit the 2025–2026 Consolidated Report.
GOOD OF THE AMERICAN LEGION:
Clean-up of The Tomari International Cemetery clean-up will tentatively take place on Sunday, 26 July at 0900; If you’re interested in participating, please meet at Tomari International Cemetery.
Since no further business came before this Committee, Commander Ocommy adjourned the meeting at 1834 hours. The next Executive Committee Meeting will be held on 20 August at 1800 in accordance with the Post Constitution and By-Laws.
