MINUTES OF THE MEMBERSHIP MEETING 23 July 2026
Commander Occomy called the Membership Meeting of Wayne E. Marchand Post OK28, Department of the Philippines, to order at 1802 hours in the Post Home.
ROLL CALL:
The following Post Officers were absent from the meeting and excused by Commander Occomy: Legionnaire Mooney, Legionnaire Nelson and Legionnaire Vazquez.
STANDING COMMITTEE REPORTS
EXECUTIVE COMMITTEE MINUTES:
The minutes of the 16 July Executive Committee Meeting and the 27 May Membership Meeting were available for review and there being no additions, deletions or corrections, they stood as read.
MEMBERSHIP COMMITTEE: Legionnaire Brassard
The total Membership for 2027 is 149, broken down as follows: PUFL - 80; NEW - 16; RE-NEW - 51; TRANSFER-IN 0.
There were 7 new members voted on during the meeting bringing our 2027 post membership total to 156.
HOUSE COMMITTEE:
Nothing significant to report.
FINANCE COMMITTEE:
The Financial statements were available for review.
POST SERVICES OFFICER:
Legionnaire Kwong encouraged all Legion members to visit the Grassroots Action Center and voice their concerns regarding current legislative campaigns as applicable.
HISTORIAN/CHILDREN/YOUTH/AMERICANISM:
Nothing significant to report.
BALLOTING OF APPLICATIONS:
There were 7 new applicants voted on. Legionnaire Quinn motioned to accept the applicants as read; seconded by Legionnaire Kwong; passed unanimously.
There were 5 new members present to be sworn in.
BUILDING AND GROUNDS:
Nothing significant to report.
UNFINISHED BUSINESS: Commander Occomy

● June: 2027 Early Bird Membership drive
● 11 Nov: Veteran s Day Ceremony (Looking for Guests speaker suggestions)
NEW BUSINESS AND CORRESPONDENCE:
Nothing significant to report.
GOOD OF THE AMERICAN LEGION:
The Commander thanked all members and supporters for their continued commitment to our mission and encouraged everyone to share the positive impact the American Legion has within our community while we continue to meet our annual membership goals, attendance at the Canteen, membership meetings, and special events. To better assist and support members and identify opportunities for improvement, a survey will be distributed to on-island members to gather feedback on areas such as the Post s overall appeal, atmosphere, activities, entertainment options, social events, and other factors that may influence more participation. Our branding efforts remain supported by the Legion Riders, Men s and Women s Softball Teams, and sponsored events; however, we must evaluate whether our outreach effectively attracts and retains members of all ages and interests. Members are also encouraged to follow , like , and share our social media content to increase visibility throughout the Pacific Region. We welcome all ideas and suggestions that can help improve patronage, strengthen engagement, and ensure the long-term success of our Post.
The Softball championship trophies were presented to the Commander in recognition of the teams' outstanding accomplishments. The Men's Legion Team presented the 2026 Men's Firecracker Tournament 1st Place Championship Trophy, while the Women's Legion Team presented the 2026 Women's Firecracker Tournament 1st Place Championship Trophy, marking their third consecutive Firecracker Championship.
There was $125 donated to the widow s fund; the winner donated back to the fund.
The Tomari International Cemetery clean-up is scheduled to take place on the last Sunday of each month with this month being 26 July @0900; if interested in participating, meet at the Tomari International Cemetery.
Since no further business came before this Membership meeting, Commander Occomy adjourned the meeting at 1832 hours. The next Membership Meeting will be 1800 hours on 27 August 2026 in accordance with the Post Constitution and By-Laws.
