MINUTES OF THE MEMBERSHIP MEETING – 26 March 2026
Commander Occomy called the Membership Meeting of Wayne E. Marchand Post OK28, Department of the Philippines, to order at 1800 hours in the Post Home.
ROLL CALL:
The following Post Officers were absent from the meeting and excused by Commander Occomy: Legionnaires Kwong and Gerena.
STANDING COMMITTEE REPORTS
EXECUTIVE COMMITTEE MINUTES:
The minutes of the 19 March Executive Committee Meeting and the 26 February Membership Meeting were available for review and there being no additions, deletions or corrections, they stood as read.
MEMBERSHIP COMMITTEE:
The total Membership for 2026 is 338, broken down as follows: PUFL - 80; NEW - 61; RE-NEW - 193; TRANSFER-IN – 4.
There were 8 new members voted on during the meeting bringing our 2026 post membership total to 346.
HOUSE COMMITTEE: Nothing significant to report.
FINANCE COMMITTEE:
The Financial statements were available for review.
POST SERVICES OFFICER:
Legionnaire Kwong presented the 60 Continuous Years Certificate to Legionnaire P. Post at his residence in California.
HISTORIAN/CHILDREN/YOUTH/AMERICANISM:
The American Legion Women’s Softball Team conducted a community outreach visit in support of a local Japanese elementary school (Katsuren), engaging with a 6th grade class.
BALLOTING OF APPLICATIONS:
Adjutant Brassard read the names of the new applicants:
There were 8 new applicants voted on. Legionnaire Mooney motioned to accept the applicants as read; seconded by Legionnaire Roper; passed unanimously.
There were 2 new members present to be sworn in.
BUILDING AND GROUNDS: Nothing significant to report.
UNFINISHED BUSINESS:
The Post financial Audit is currently being performed.
Upcoming significant events:
- 18 April: Ernie Pyle Memorial Ceremony
- 25 May: Memorial Day Ceremony
- June: 2027 Early Bird Membership drive
- 4 July: Independence Day BBQ
The bus signup sheet is available at the bar. Please note that while the bus ride is free, those riding the bus must have Yen to cover the ferry pass. The bus departs from the American Legion parking lot at 0645. The ferry departs at 0900, arrives at 0930, and returns from Ie Shima Port at 1330. Those traveling by personal vehicle should adhere to the same schedule, however, if you choose to spend additional time exploring Ie Shima, you can return on the 1600 ferry. NEW BUSINESS AND CORRESPONDENCE:
The Ernie Pyle Foundation presented Post OK28 with a plaque in appreciation of our continued support in honoring Ernie Pyle.
GOOD OF THE AMERICAN LEGION:
There was $162 donated to the widow’s fund; the winner donated back to the fund.
The Tomari International Cemetery clean-up will tentatively take place on Sunday, 29 March @0900; if interested in participating, meet at the Tomari International Cemetery.
Since no further business came before this Membership meeting, Commander Occomy adjourned the meeting at 1820 hours. The next Membership Meeting will be 1800 hours on 23 April 2026 in accordance with the Post Constitution and By-Laws.
